Transmission of Unsolicitaed Campaign Voice and Text Messages

The Zambia Information & Communications Technology Authority (ZICTA) as a regulator of Information and Communication Technologies (ICTs) in Zambia wishes to announce to the general public that we are in receipt of the complaint regarding the transmission and receiving of unsolicited voice and text campaign messages from some political parties.
The Authority therefore informs the general public that these voice and text messages are not originating from any of the three mobile operators, the Authority has since instigated investigations which have yielded the following:
1.    The voice call recording from +1234567890 is machine generated and is incoming from International circuits.

2.     The text messages originating from a masked number has an SMS service centre number which is not allocated or being used by any of the three mobile operators. This means that the text messages are also incoming from international circuits.

3.    None of the three (3) mobile operators has given access to their respective subscriber- number pools and subscriber call records to any of the political parties and the aspect of intrusion of privacy does not arise
The Authority would also like to bring to the attention of the general public that telemarketing is an acceptable marketing tool world over which can be used by any one offering goods and services. This has also been used for campaign purposes in various countries.
